There is a statement below it saying it%26#039;s a violation of federal law to steal or possess stolen mail, and to defraud by mail a financial institution. These started showing up a while back.
I shred all my credit card offers, including any inserts that have the offer number on it. I%26#039;m pretty sure the Locator Identification number it%26#039;s not an offer number, so I shouldn%26#039;t have to shred it. I just wanted to see if someone knew for sure what it is. What exactly are they tracking? Is this to combat the people that remove their name from the offers and mail the junk back to them, costing them postage?

It%26#039;s nothing. It%26#039;s just something they print on the envelopes in the hope that it will scare people from stealing the envelope. You don%26#039;t need to shred the envelope if you don%26#039;t feel like it.
